Dr. Franklin A. Shaffer is the President & Chief Executive Officer of CGFNS International, Inc. Dr. Shaffer earned his doctorate in nursing administration and nursing education at Columbia University and has 40 years of progressive and varied nursing experience which includes administration, education, clinical and research.
He is a fellow of the American Academy of Nursing, a frequent speaker and consultant at domestic and international conferences and conventions around the world. Dr. Shaffer was the Deputy Director for the National League for Nursing, the accreditation organization for nursing education. His recent work includes the National Nursing Assessment Service project which provides a leading-edge technology-based assessment system to evaluate the credentials of foreign-educated nurses seeking licensure across provinces in Canada. Dr. Shaffer is also a principle investigator for the International Labor Organization’s Decent Work Across Borders Initiative, focusing on comparative analyses of nursing education and migration issues involving Denmark, Finland, India, Norway and the Philippines.
Howard Catton, RN, MA, BSc
CEO, International Council of Nurses (ICN)
Mr. Catton was elected by ICN Board as Chief Executive Officer in February 2019 after serving many years in his previous role as Director of Nursing and Health Policy.
Over the years, Mr. Catton has played a vital role with ICNM serving as a staff member since he first joined ICN in 2016. He first qualified as a Registered Nurse in 1988 and held a variety of nursing posts in England and the United States and worked for the New Zealand Nurses Organisation. He studied Social Policy at Cardiff University (BSc Econ Hons) and Industrial Relations at Warwick University (MA) and then worked as a Personnel and Organisational Change Manager in the National Health Service in the UK.
Nico Gennaro Sciasci, MS, BA

Mr. Sciasci is the Programme Manager at the International Centre on Nurse Migration, a partnership knowledge resource created by CGFNS International, Inc. and the International Council of Nurses (ICN). Nico manages all aspects of the Centre’s activities which include creating research publications on trends, issues, and challenges facing global nurse migration and human resources in health, and serves in the capacity of graphic designer, event manager, website administrator and content lead.
Prior to becoming the Programme Manager, Nico was the Executive Assistant to the President and CEO of CGFNS International, Inc. and held positions in international non-profit and local governmental organisations.
Nico earned a Master of Science in Global Studies and International Relations with a concentration in Global Health and Development from Northeastern University in Boston, Massachusetts and a Bachelor of Arts in Political Science from Temple University in Philadelphia, Pennsylvania.
